Privacy Policy

This policy explains what personal data we receive through the Pārdaugavas Kvartāls website, why we process it and what rights you have. The site has a single form — an enquiry for a consultation. Beyond it, we receive only technical server records (section 2), and statistics about your visit only if you allow analytics in the consent banner (section 6).
The policy follows the General Data Protection Regulation (GDPR).
1. Data controller
The controller of your personal data is SIA “SMART COMFORT GROUP”, registration number 40203121506, VAT number LV40203121506, registered address: Jaunsaules iela 1–5, Riga, LV-1083, Latvia.
Apartments in buildings K1 and K2 are sold by SIA “CDT”, registration number 40203364846, VAT number LV40203364846, registered address: Sudrabu Edžus iela 16–6, Riga, LV-1014, Latvia. Apartments in building K3 are sold by SIA “SMART COMFORT GROUP”. In both cases the controller of your personal data is SIA “SMART COMFORT GROUP”.

2. What data we receive
In the enquiry form you provide:
- your name;
- contact details of your choice — a phone number or an email address (it is a single field, and you decide how we should reach you);
- a free-form message, if you want to add something; this field is optional.
Along with the enquiry we store the apartment number if the enquiry was sent from a specific apartment page, the language in which you used the site, and the fact and time of your consent.
We use the IP address your enquiry comes from solely to protect the form against automated spam. It is neither stored in the database nor included in the notification email.
Like any website, our server records the IP address, time, requested page and browser type of every request in its technical log. We use these records only to keep the site running and secure.
We ask for nothing beyond this and obtain nothing from other sources: we only have what you typed into the form yourself.
3. Why we process this data
The only purpose is to contact you, arrange a consultation and answer your questions about the quarter.
The legal basis is your consent — Article 6(1)(a) GDPR. You give it by ticking the corresponding box before sending the enquiry, and the form cannot be submitted without it.
The legal basis for the server log and for spam protection is our legitimate interest in keeping the site secure and working — Article 6(1)(f) GDPR.
We do not make automated decisions or profile you. We do not sell your data or pass it to third parties for marketing.
4. Where the data goes and who has access
An enquiry is sent through two independent channels at the same time:
- a database record — the data is stored in a PostgreSQL database on our leased server in Finland (Hetzner); Finland is an EU member state, so no transfer outside the European Economic Area takes place here;
- a notification email to info@pardaugavaskvartals.lv — the project mailbox runs on Google Workspace, so in this part Google acts as a processor on our behalf.
Google may process the contents of such emails outside the European Economic Area, including in the United States. For those transfers Google relies on the standard contractual clauses adopted by the European Commission and on the EU–US Data Privacy Framework. Enquiries are read by our sales team. An enquiry about an apartment in building K1 or K2 is passed on to the seller of those buildings, SIA “CDT”, registration number 40203364846, so that it can respond to you and complete the sale. This disclosure, like the rest of the processing, is based on your consent. We disclose your data to no other recipients unless the law requires it.
5. How long we keep the data
We keep an enquiry for 24 months from our last contact with you, after which it is deleted.
The period follows the rhythm of the project. The quarter is scheduled for handover in June 2027, yet sales and conversations with prospective buyers continue after completion as well. Choosing a home and closing a deal usually takes months, so 24 months from our last contact cover both the construction period and the sales period that follows completion. If you would like your data deleted sooner, a single email to info@pardaugavaskvartals.lv is enough.
6. Cookies
Until you make a choice in the consent banner, the site sets no cookies and contacts no third-party service. How this works and what exactly your choice affects is described in the cookie policy.
If you allow analytics or the map, Google receives your IP address and cookie identifiers. The legal basis for this processing is your consent — Article 6(1)(a) GDPR. Google may transfer this data to the United States under the EU–US Data Privacy Framework.
7. Your rights
As a data subject you have the right to:
- access your data — find out what we hold about you and receive a copy;
- have inaccurate or outdated data corrected;
- request erasure of your data;
- request restriction of processing;
- object to processing;
- receive your data in a structured, commonly used and machine-readable format or ask us to send it to another controller (data portability);
- withdraw your consent at any time.
To exercise any of these rights, write to info@pardaugavaskvartals.lv. We respond within one month of receiving the request. You can use the same address for rights concerning either company, and we will pass the request on to the right one.
Withdrawing consent does not affect the lawfulness of processing carried out before the withdrawal.
8. Complaints
If you believe we process your data without proper grounds, please talk to us first — most questions can be settled straight away.
You also have the right to lodge a complaint with the supervisory authority: the State Data Inspectorate of Latvia (Datu valsts inspekcija), dvi.gov.lv.
9. Images on this website
Some of the images on this website were created or edited using artificial intelligence tools. The visualisations of the quarter, the lobby and the apartments are not photographs, and the finished buildings may differ from them.
10. Changes to this policy
If the way the site works changes, we will update this policy and show a new update date at the top of the page. The current version is always available at this address.
